The training wants to know the type of assistance that the Embassy in Hanoi is providing to Diego López and his family, as well as the details of the investigation
Citizens has taken to the Congress of Deputies the difficult situation that Diego López Ruiz, a natural Roads, Canals and Ports engineer from Cehegín, has been held in Vietnam for 23 days.
The training has registered a battery of questions to the Government about what steps it is taking to ensure its integrity and to facilitate its return to Spain as soon as possible, as well as what actions it is taking to clarify its situation and why its documentation and passport were withdrawn by part of the Vietnamese police authorities.
Citizens thus echo the statements of the engineer, who says that the Embassy of Spain in Vietnam has not given any solution to his situation beyond recommending him to seek a lawyer in the country.
Moreover, López Ruiz affirms that the search for a lawyer must occur when he is part of a firm investigation, a situation that has not happened yet.
According to the version of the ceheginero engineer collected by Citizens, the Consul of Spain in Hanoi appeared to take steps before the Ministry of Police of the country, but ensures that these efforts are currently frozen while the authorities of the country still do not clarify how It is the crime charged to him.
Citizens have also requested the Government to clarify what kind of assistance the Spanish Embassy in Vietnam is providing both Diego López himself and his family and if he is aware of the nature of the investigation being carried out by the Vietnamese authorities and the role that Spanish companies and nationals can have in it.
López Ruiz worked as a construction manager until 2017 for a Spanish construction multinational, leading a project in Vietnam in which the multinational participated in 40%.
After finishing the project he returned to Spain without any problem.
This highway, 'Da Nan Quang Ngai Expressway Project, Package 7', has presented several cracks in the firm, although the section led by Mr. Lopez does not present as many problems as other sections of the same project.
Therefore, a few months ago he was informed that the Vietnamese government had opened an investigation for deficiencies of several public works, including the highway whose construction he led.
In addition, he was informed that one of his subordinates had been arrested in the framework of this investigation.
Then, López contacted his former company, as well as the Spanish Embassy in Vietnam, to receive more information on the matter.
When he did not get an answer, on December 25, 2019 he decided to fly to Hanoi to support his subordinate and give a statement in the legal proceedings opened in Vietnam.
Upon arrival in the country, however, the police investigating these public works withdrew his passport and prohibited him from leaving the country.
The engineer admitted that these deficiencies present in the work are due to the design, and affirms that he already warned of them before the asphalting began, adding that he even proposed alternatives to correct them.
However, according to their version, project managers ignored their recommendations.
